assumed 是整个句子的谓语

谓语是were
表语是 not.....not....., but.........
第二个that从句中：
They 是主语，也就是指代前句that句中的 these phenomena
谓语是were
表语是 the outcome of language management
in other words 是在从句的插入语，在that从句中做状语。
